<br />h. Create specific building facade material requirements and signage guidelines for the <br />Cornerstone. Allow for projecting pedestrian signage on the streets but eliminate or <br />prohibit freestanding signs. <br /> <br />3. Encourage rehabilitation of significant buildings and common parking areas and require <br />development standards which produce aesthetically pleasing yet serviceable projects. <br /> <br />4. Acquire and/or use public-private partnerships or requests for proposals to replace deteriorating <br />and inappropriately used residential and commercial land and buildings; as an interim use, <br />encourage sites with razed buildings to be leveled, paved, and landscaped for safety purposes and <br />additional parking. <br /> <br />5. Encourage a mix of compatible retail shops in the Cornerstone districts which provides an op- <br />portunity for the consumer to complete some of the day-to-day professional, retail. and office <br />activities within the Cornerstone, reducing the amount oflocal and regional auto trips needed. <br /> <br />6. Utilize flexible parking standards for development in the Cornerstone that allows complimentary <br />uses to share joint driveways and connections between parking lots and/or City parking lots in <br />order to allow buildings to be placed closer together, and be accessible for both pedestrians and <br />vehicles. <br /> <br />a. Re-evaluate parking requirements; assess property owners for redesigning public and <br />private parking areas. <br /> <br />b. Where possible in (or between) multi-story office building areas, create two level parking <br />or under-building spaces, allowing surface level parking to remain open for visitors and <br />customers. <br /> <br />7. Recognize, utilize, and assist the Cornerstone Merchant's Association) in business projects. <br /> <br />8. Request special district enabling legislation to maintain and improve business district parking <br />and rehabilitation, and installation of other public improvements. <br /> <br />9. Develop a continuously updated five-year action plan in cooperation with the Cornerstone <br />residents and merchants to facilitate public and private investment and rehabilitation. <br /> <br />10. Prevent scattered strip or neighborhood spot development as a drain on the economic vitality <br />of the Cornerstone. Limit the size and location of neighborhood convenience stores and require <br />such uses to be of a residential architectural character yet buffered from the adjacent re8idential <br />area. Encourage multi-family housing (rental and owner occupied) to locate conveniently nearby <br />or adjacent to the Cornerstone. <br /> <br />5 <br />
