Signage and identity structures will be landscaped.

Generally, at least 75% of the landscape area will be live plant material as opposed to walks, patios, etc.
Plant materials used in planting beds will achieve approximately 50% coverage within 2 years of
installation.

WATER FEATURES AND PUBLIC ART

At some time in the future. the City of Roseville and the Cornerstone Special Services Districts may
wish to provide water features or fountains and public art. Sculptural elements should be visual
elements for the entire Cornerstone. They should be custom pieces of art by a local artist or architect.
Such art should be of a landmark nature; that is, it should be tall, vertical, resting on a platform
allowing for easy visual identity. All public art should be lighted for evening viewing and to reduce
vandalism.

Public art and water features should include human interaction. These features should be selected by
a joint body consisting of the Special Services District Advisory Groups and Chamber of Commerce,
as well as the City of Roseville.

The specific location for sculpture and water features should be delineated on the Cornerstone design.
These features should be located at axes of intersections and terminus, plazas, parks, building lobbies,
and entry courts.

The inclusion of sculpture and water features within the plan can create value and/or political
problems if specific pieces are not given to the community as gifts for inclusion within the space by
property owners, developers, or Cornerstone development associations.

In every case, these specific sculpture elements should be in harmony with the overall character of
Roseville. Furthermore, the design of the feature should be integral with the design of the space
wherein the feature will be located. The City should adopt standards for specific design review of any
donated piece of art or sculpture.

The requirement for providing art within a project can be met in several ways. A developer may
include art within a specific project or may participate in the purchase of a major piece of art work for
one of the key locations.

13
