<br />facilities, the potential exists that groundwater contamination associated with these two LUST
<br />facilities may have an adverse impact on the groundwater beneath the Site. However, it has been the
<br />experience that the MPCA has not looked to the owners of an impacted site for remediation of a
<br />release that came from an identified off-site source.
<br />
<br />If the Site is to be developed and soils are disturbed, it is recommended that a Phase II
<br />Environmental Site Assessment, followed by a Development Response Action Plan (DRAP), be
<br />prepared for the Site, due to the potential for residual contamination from former on-Site source
<br />areas and from the referenced active off-Site LUST facilities. The DRAP describes how
<br />contaminated soils, if found, would be handled and what volumes would be anticipated.
