<br />City of Roseville <br />Project No. CMXX-99-0290 <br />June 3, 1999 <br />Page 12 <br /> <br />The Minnesota Geological Survey (MGS) maintains a limited database of water well records called <br />the Minnesota County Well Index (MCWI). Not all private water wells are listed in that database. <br />Our review of the MCWI database revealed no documentation of water wells located on the Site. <br /> <br />E. Findings and Conclusions <br /> <br />We have performed this Phase I ESA of the Site in general conformance with the scope and <br />limitations of ASTM Practice E 1527-97. Any exceptions to, or deletions from, this practice are <br />described in Section A.3. of this report. This assessment has revealed no indications ofrecognized <br />environmental conditions in connection with the Site, with the exception of the following: <br /> <br />On-Site conditions: <br /> <br />. Two LUST incidents were reported at the Site on November 6, 1989 and April 20, 1993 and <br />closed on August 1, 1990 and July 13, 1993, respectively. <br /> <br />. Four fuel-oil USTs were registered and removed from the Site. <br /> <br />. An approximate 4-foot by 8-foot vault was identified on the south-central side of the Site. <br />Upon removing a steel plate that covered the entrance to the vault, various materials were <br />discovered including: ash debris containing glass and metal, various florescent light bulbs, <br />metal pipes, furniture, a roll of fibrous material, and a clear-odorless liquid was noted on one <br />side of the vault floor. <br /> <br />Braun Intertec recommends that composite samples of the debris within the vault be collected and <br />analyzed for the following: <br /> <br />. Asbestos <br />. Polychlorinated biphenyls (PCBs) <br />. Mercury <br />. Lead <br />. Volatile organic compounds (VOCs) <br /> <br />Off-Site conditions: <br />Two active leaking underground storage tank (UST) facilities were located within 1/8 mile of the <br />Site. Based on the locations of the Clark Service Station and SuperAmerica LUST facilities in <br />relation to the Site and comments from the Minnesota Pollution Control Agency regarding the <br />
