<br />Executive Summary <br /> <br />Braun Intertec Corporation has performed a Phase I environmental site assessment of the <br />undeveloped parcellocated southwest of the intersection of County Road B and Lexington Avenue in <br />Roseville, Minnesota (Site) in general conformance with the scope and limitations of ASTM Practice <br />E 1527-97. <br /> <br />The Site consisted of a 1.98-acre undeveloped parce1. The Site was first developed for a one-room <br />frame school building in 1892-1893. A four-room brick school building replaced the wood-frame <br />school in 1929. Multiple expansions took place at the school trom 1951 through 1966. The last <br />classes were held during the 1975-1976 school year. Beginning in 1976, the building served as a <br />school for special needs students and for school district office space until 1991. Due to severe <br />deterioration, the building was demolished in the spring of 1993. <br /> <br />This assessment has revealed no indications of recognized environmental conditions in connection <br />with the Site, with the exception of the following: <br /> <br />On-Site conditions: <br /> <br />. Two LUST incidents were reported at the Site on November 6, 1989 and April 20, 1993 and <br />closed on August I, 1990 and July 13, 1993, respectively. <br /> <br />. Four fuel-oil USTs were registered and removed from the Site. <br /> <br />. An approximate 4-foot by 8-foot vault was identified on the south-central side of the Site. <br />Upon removing a steel plate that covered the entrance to the vault, various materials were <br />discovered, including ash debris containing glass and metal, various florescent light bulbs, <br />metal pipes, furniture, a roll of fibrous material, and a clear-odorless liquid was noted on one <br />side of the vault floor. <br /> <br />Braun Intertec recommends that composite samples of the debris within the vault be col1ected and <br />analyzed for the following: <br /> <br />. <br /> <br />Asbestos <br />Polychlorinated biphenyls (PCBs) <br />Mercury <br />Lead <br />Volatile organic compounds (VOCs) <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br />
