<br />City of Roseville <br />Project No. CMXX-99-0290 <br />June 3, 1999 <br />Page 2 <br /> <br />Off-Site Conditions: <br />Two active leaking underground storage tank (LUST) facilities were located within 1/8 mile of the <br />Site. Based on the locations of the Clark Service Station and SuperAmerica LUST facilities in <br />relation to the Site and comments from the Minnesota Pollution Control Agency regarding the <br />facilities, the potential exists that groundwater contamination associated with these two LUST <br />facilities may have an adverse impact on the groundwater beneath the Site. However, it has been the <br />experience that the MPCA has not looked to the owners of an impacted site for remediation of a <br />release that came from an identified off-site source. <br /> <br />rfthe Site is to be developed and soils are disturbed, it is recommended that a Phase II <br />Environmental Site Assessment, followed by a Development Response Action Plan (DRAP), be <br />prepared for the Site, due to the potential for residual contamination from fonner on-Site source <br />areas and from the referenced active off-Site LUST facilities. The DRAP describes how <br />contaminated soils, if found, would be handled and what volumes would be anticipated. <br />
