REQUEST FOR PLANNING COMMISSION ACTION

Department Approval:

DATE: 04/14/99
ITEM NO: 6C

Agenda Section:
HEARINGS

Lois Olson request for CONCEPT approval of a Business PUD to
allow expansion the building at 1944 Lexington Avenue North using
the Cornerstone guidelines (PF#3077).

City Manager Approval:

Item Description:

REVISED

Staff updated the square footage based on most recent plan - strike outs and underlines
(new) are shown
The Roseville Planning Commission, at their meeting of March 10, 1999,
voted (6-0) to continue the request by Lois Olson to their meeting of April
14, pending provision of additional information regarding concerns
expressed by adjacent residents and those of the Commission.

1.0 Requested Action

1.1 Lois Olson is requesting approval to expand the building at 1944 Lexington Avenue for
use as a multi-tenant facility. The proposal would require renovation of the existing
4,000 s.f. structure and add two new additions. The first is a 1,600 s.f. retail addition to
be constructed on the front (west) of the existing Cryogenic facility. The second is a
6,1aas.f. 6,817 s.f. (reduced from 7,462) retail, office and warehouse addition to be
constructed on the rear (east) of the existing Cryogenic facility and extending within ~
17.5 feet of the adjacent Suburban Hardware Store. The proposed expansion would
utilize some of the Cornerstone guidelines and concepts, bringing the building closer to
Lexington Avenue and providing joint parking with Suburban Hardware to the south.

1.2 Because this is being proposed as a PUD, a site specific set of regulations will need to be
approved including building and parking setbacks, building size, shape, materials,
screening, parking spaces and joint, landscaping, trash enclosures, and signage. A
planned unit development is a zoning district which may include single or mixed uses,
one or more lots or parcels, and is intended to create a more flexible, creative and
efficient approach to the use of land.

1.3 In considering proposed planned unit developments, the City considers all standards and
purposes of the Comprehensive Land Use Plan to achieve a maximum coordination
between the proposed development and the surrounding uses and historic landmarks, the
conservation of woodlands, ponding, and wetlands, and the protection of health, safety
and welfare ofthe community.

PF3077 - RPCA (04-14-99) - Page 1 of 6
