<br />REQUEST FOR COUNCIL DISCUSSION/DIRECTION <br /> <br />Department Approval: <br /> <br />City Manager Approval: <br /> <br />DATE: 10/19/98 <br />ITEM NO: <br />Agenda Section: <br /> <br />Item Description: John Olson request for sketch plan review of the plans to expand the <br />building at 1944 Lexington Avenue North using the Cornerstone <br />guidelines (PF#3077). <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 John Olson is requesting City Council comment and direction on his proposal to <br />expand the building at 1944 Lexington Avenue for use as a multi-tenant facility. Mr. <br />Olson is considering several alternatives for expansion that use the Cornerstone <br />guidelines to bring the building closer to Lexington Avenue. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 City staff met with Mr. Olson as part of the Business Retention Program earlier this <br />year. At that time Mr. Olson expressed his need to expand his biotechnology <br />business and find retail space for an antique store which is owned by Mrs. Olson. <br />In the interest to retain a quality high tech business, Staff presented several <br />alternatives; 1) expansion on-site, 2) purchase and rehab existing building in <br />Roseville or, 3) lease existing space in Twin Lakes or Centre Pointe. In addition, <br />staff met with Ramsey County and St. Paul Metro East Development Corporation <br />(SBA Loan providers) regarding possible low interest financing for the expansion <br />(see attached letter). <br /> <br />2.2 Staff has also met with Suburban True Value Hardware regarding possible low- <br />interest loans to assist in completing the landscaping and parking lot site work. <br /> <br />2.3 The following two alternative options are being proposed by Mr. Olson for this site: <br /> <br />1. Expand the existing building on site (Lexington Professional Associates) by <br />adding additions to the east (rear) and west (front) sides of the building; <br /> <br />2. Expand the existing building on site as outlined in option #1 and construct an <br />addition connecting this building with the building to the south (Suburban <br />True Value Hardware); and <br /> <br />Both of these options include creating a unified fac;ade for the building, which will <br />be used as a multi-tenant office and retail building. <br /> <br />PF#3077 - (10/14/98) - Page 1 of 1 <br />
