<br />3.14 A detailed landscape plan has been provided and is consistent with City Code. The plan <br />will be split into two phases, with phase one including all required material, such as street <br />trees and shrubbery along the west, north and east sides of the proposed structure. Phase <br />two will include the addition of perennial plants/flowers and ornamental trees to accent the <br />site and landscaping. A complete landscape plan shall be submitted with all materials, <br />sizes, and locations shown. The landscape plan must be accompanied by a performance <br />bond or letter-of-credit for 150% of the value of the landscaping improvements. <br /> <br />3.15 Because of the Ramsey County requirement for dedication of a 16.6 foot roadway easement <br />(for a 100 foot wide road right-of-way*), the front yard setback for the west addition shall <br />be established at zero from the new County right-of-way line. The curb line will be 25 feet <br />from the west face of the Cryogenic addition. Landscaping and a new sidewalk: will be <br />installed in this area. The Engineering Department has created the necessary easement for <br />signature and recording. <br /> <br />*Planning staff note: In effect, by requiring this additional right-of-way, Ramsey County <br />estimates that Lexington Avenue may be redeveloped into a five lane (12 foot wide lanes) <br />roadway with additional turning lanes - a real detriment to the existing scale of the <br />neighborhoods abutting Lexington. <br /> <br />4.0 STAFF RECOMMENDATION <br /> <br />4.1 Based on the review & conditions outlined in Section 3 of this report, staff recommends <br />approval of the final development plan for a business planned unit development (B-PUD) <br />that allows the construction of a 4,516 square foot office retail addition on to the 4,000 <br />square foot office, laboratory and storage facility for property located at 1940 Lexington <br />Avenue (pID # 142923230067). <br /> <br />5.0 SUGGESTED COUNCIL ACTION <br /> <br />5.1 By motion, subject to City Attorney review and approval, approve the PUD agreement <br />(draft attached) and authorize the Mayor, City Manager, and appropriate staff to sign the <br />agreement when the review and documentation is complete. <br /> <br />5.2 By motion, approve an ordinance amending the City of Roseville Zoning Map from "B- <br />1" Limited Business District to B-PUD, a business based planned unit development, final <br />review of all documents by the City Attorney (attached) for property located at 1940 <br />Lexington Avenue, (PID # 142923230067) with the legal description as submitted. <br /> <br />Attachments: Location map; Site Plans, Ordinance, and draft PUD Agreement. <br />Prepared by: Thomas Paschke, City Planner (490-2236) <br />Q:\Planning Files\3077 _ 0150n\3077 _RCA (071299) Final PUD request.doc <br /> <br />PF3077 - RCA (07-12-99) Page 5 of 5 <br />
