<br />\ t .' <br /> <br />3.5 Based on the proposed use of the building for limited office uses, the 26 off-street parking <br />spaces (including one handicapped space) for employee and customer parking is sufficient. <br />The site will be required to provide off-street parking at 1/200 square feet of office/antique <br />shop, 1/500 square feet of laboratory, and 1/2,000 square feet of warehouse/storage. It <br />is estimated that <br /> <br />3.6 The project, as proposed, is in harmony with the general purpose and intent of the City's <br />Comprehensive Plan and Title 10 of the City Code (Zoning). <br /> <br />3.7 The proposed project will not adversely affect the public health, safety, or general welfare. <br /> <br />3.8 The project will have minimal traffic impacts on the surrounding roadways. The Institute <br />of Traffic Engineers (lTE) estimates that the national range for standard office/retail uses <br />is from 250 to 400 trips per day, for a 9,500 s.f. building. However, this being a <br />neighborhood commercial site with a medical laboratory and storage area, it is anticipated <br />that these particular office/retail uses will generate significantly fewer vehicle trips per <br />day. The applicant has found that currently there are fewer than 80 trips per day to or <br />from the site. Lexington currently has approximately 15,500 to 16,500 trips per day in this <br />area, while Roselawn has approximately 2,100 to 2,900 trips per day. <br /> <br />3.9 The trash/recycling area has been provided on the north side of the facility, facing west <br />and fully enclosed. There are windows and emergency and/or access doors located on all <br />sides of the building. HV AC equipment must be located on the roof or at ground level <br />(east side) and!'ully screened from view of adjacent properties. <br /> <br />3.10 A parking lot with asphalt pavement, concrete curbing, and drainage plans, including <br />storm water calculations, for the entire site shall be approved by the City Engineer. The <br />delivery drive shall occur on the north side of the parcel and parking shall be limited to <br />the south side of the parcel, extending from the west property line to the east property <br />line. <br /> <br />3.11 An eight (8) foot tall board on board cedar fence shall be provided along the north property <br />line, which fence is an addition to the existing fence and which fence shall extend, when <br />complete, along the rear lot line of 1956 Lexington Avenue and 1088 Ryan Avenue. Upon <br />installation this fence will become the responsibility of the property owners at each of <br />these addresses. <br /> <br />3.12 A four (4) to six (6) foot tall cedar fence shall be constructed on the east property line to <br />screen the parking lot from the adjacent townhomes per Section loo5.01A(3) of the <br />Roseville Zoning Ordinance. <br /> <br />3.13 The setback for the north side addition and delivery drive, and for the for the east side <br />addition and parking lot shall be 5 feet.
