<br />4.10 The east and north sides of the building must not have any new entrances, loading <br />docks/doors, HV AC equipment, storage, or employee activities visible from the adjacent <br />residential properties. <br /> <br />4.11 A parking lot with asphalt pavement, concrete curbing, and drainage plan for the entire <br />site must be submitted by the applicant for review by the City Engineer. Such activities <br />shall occur only on the south and north and west sides of the new additions <br /> <br />4.12 Outdoor storage shall be prohibited. The trash dumpster shall be located within the <br />structure or be a fully enclosed structure attached to the building. <br /> <br />4.13 The north side of the proposed addition shall be setback five feet from the property line. <br />An eight foot decorative fence and landscaping shall be placed along the existing <br />driveway to screen the adjacent residential property from the loading dock and driveway. <br /> <br />4.14 The east side of the proposed addition shall be setback 5 feet from the property line. A six <br />foot decorative fencing and landscaping shall be placed along the east property line to <br />accent the rear of the structure. <br /> <br />4.15 A complete landscape plan shall be submitted with all materials, sizes, and locations <br />shown. The landscape plan must be accompanied by a performance bond or letter-of- <br />credit for 150% of the value of the landscaping improvements. <br /> <br />4.16 Because of the Ramsey County requirement for dedication of a 16.6 foot roadway <br />easement (for a 100 foot wide road right-of-way*), the front yard setback for the west <br />addition shall be established at zero from the new County right-of-way line. The curb line <br />will be 25 feet from the new Cryogenic west face of the structure. Landscaping and a new <br />sidewalk will be installed in this area. *Planning staff note: In effect, by requiring this <br />additional right-of-way, Ramsey County is saying that Lexington Avenue may someday <br />be redeveloped as a five 12 foot lanes road with additional turning lanes - a real <br />detriment to the existing scale of the neighborhoods abutting Lexington. <br /> <br />4.17 The construction value of the project exceeds $630,000 and a minimum of 10 new jobs <br />will be created upon completion. <br /> <br />5.0 ST AFF RECOMMENDATION <br /> <br />Based on the findings outlined in Section 3 of this report, staff recommends approval of <br />the concept development plan for a 4,516 s.f. addition to the 4,000 s.f. office and retail <br />building planned unit development at the northeast comer of the intersection of <br />Lexington Avenue and Roselawn. <br /> <br />PF3077 - RCA (05-10-99) - Page 5 of 6 <br />
