<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br />DATE: 12/14/98 <br />ITEM NO: <br /> <br /> <br />Agenda Section: <br />ORDINANCES <br /> <br />City of Roseville request for amendment to Section 1016.13 of the City Code <br />to change the MnONR designation of Langton Lake from 204W and 49W <br />(wetland) to 49P (protected water) for the purpose of facilitating public <br />access issues (PF3081). <br /> <br />Manager Approved: <br /> <br />1.0 Requested Action <br /> <br />1.1 The City of Roseville is requesting a text amendment to Section 1016.13 of the City Code <br />to change the MnDNR designation of Langton Lake from 204W and 49W(wetland) to <br />49P(protected water). The classification of Langton Lake will remain as general <br />development (GD); however, the change in MnDNR designation will allow fishing <br />docks/piers, public access, and lake vegetation management to improve the quality of <br />Langton Lake. <br /> <br />1.2 The first reading of An Ordinance Amending Section 1016.13 of the Roseville City Code <br />was held on November 23,1998. <br /> <br />2.0 Background <br /> <br />2.1 The Minnesota Department of Natural Resources has designated Langton Lake as 204W <br />and 49W, a wetland. This MnDNR number designation is included in the City's shoreland <br />ordinance; however, the status of Langton Lake as a wetland versus protected water has <br />been a topic of discussion for some time. With a wetland designation, public access and <br />intervention in the quality of this resource is limited. By changing the designation of <br />Langton Lake to protected water, this resource could be improved by providing public <br />access to the lake and allowing management of lake vegetation. <br /> <br />2.2 When the shoreland ordinance was amended in 1994, the MnDNR number designation <br />of 204W and 49W had already been established and was included in the ordinance. The <br />Metropolitan Council required the City's shoreland ordinance to be updated as part of the <br />1994 Comprehensive Plan update. <br /> <br />2.3 In order to facilitate the change in the desingation of Langton Lake from a wetland to a <br />protected water, the MnDNR has suggested that the City amend the shore land regulations <br />for approval by the MnDNR. The classification of Langton Lake as "general development" <br />is not proposed to change; however, it will be a general development lake rather than a <br />general development wetland. <br /> <br />PF3081- RCA (12/14/98) - Page 1 of3 <br />
