<br />Request For Council Action <br /> <br />Department Approval: <br /> <br />Manager Approved: <br /> <br />Date: 06/14/99 <br />Item No: <br /> <br />Agenda Section: <br /> <br />Item Description: Comprehensive Plan: Surface Water Management Plan (PF3082) <br />1.0 Background <br /> <br />In 1990 the City of Roseville adopted its Surface Water Management Plan. In 1994 <br />Roseville adopted a revised Comprehensive Plan and in 1999 updated the Comprehensive <br />Plan (December 14, 1998). The City formally submitted the Plan for review to the <br />Metropolitan Council on December 30, 1998. At that time the Comprehensive Plan was <br />also submitted to surrounding communities, Capitol Region Watershed District, Rice <br />Creek Watershed District, Grass Lake Management Organization, among others. <br /> <br />On May 21, 1999, staff met with Liz Van Zomeren, Principal Plan Reviewer for the <br />Metropolitan Council, to clarify any possible issues with the Plan. Two issues emerged: <br />Surface/Storm Water Management Plan and Sanitary Sewer Plan city-to-city volumes (see <br />attached memo). <br /> <br />In 1996 the City Council adopted a Resolution to administer interim NURP (National <br />Urban Runoff Program) standards during which time the watershed districts (Rice Creek, <br />Grass Lake, Capitol Region) were to complete and update their plans. These interim <br />standards may be encompassed within a City of Roseville Surface Water Management <br />Plan, which eventually would become a part of the City's Comprehensive Plan. The <br />Metropolitan Council (December 18, 1996) noted that Roseville had met the interim <br />strategy requirements. <br /> <br />The city engineering staff has also prepared requested background information on <br />sanitary sewer flow to and from other communities and to the metropolitan interceptors. <br /> <br />2.0 Staff Recommendation <br /> <br />Staff recommends the adoption of a new Resolution to establish a commitment to adopt <br />and administer an interim surface water management plan to reduce non-point pollution. <br /> <br />3.0 Council Action <br /> <br />By resolution (draft attached), establish a new commitment by the City to adopt and <br />administer amendments to the City's land use control and surface water management <br />plan to address the Metropolitan Council's interim strategy to reduce non-point pollution <br />to all metropolitan bodies. <br /> <br />Attachments: Draft Resolution, Metropolitan Council correspondence <br />Q:\Planning Files\3082_Comp Plan 98\RCA(061499).doc <br />
