We appreciate that the City <br />of Roseville will adopt a resolution committing to continue to apply stonnwater runoff best <br />management practices and detention facility design criteria consistent with those identified in the <br />Council's Interim Strategy until such time as the practices and criteria are fonnally included in <br />revised water management organization and local surface water management plans. <br /> <br />The only shortcoming of the submission is that the city currently plans to wait until all of the <br />watershed organizations have updated their plans to 'second generation requirements' prior to <br />incorporation of the practices and criteria into local land use controls. The Council has been <br />requiring all cities' comprehensive plan revisions to either have land use control revisions in <br />place, or resolve to have them in place within 120 days of final Council plan review action to be <br />deemed adequate for final review. Without land use controls in place, consistent with the <br />practices and criteria in the Interim Strategy, cities are unable to enforce adequate control. <br /> <br />If the city of Roseville will commit to including in the proposed resolution that the City will <br />adopt ordinances that implement the Interim Strategy, the Council will find the plan complete, <br />subject to submittal of the resolution and begin the fonnal 60-day review process. We would <br />anticipate that final Council review could occur on or before December 15, 1999, if the resolution <br />is submitted during the review period. <br /> <br />If this solution is not probable, another possible solution may be to have city staff review the <br />existing local ordinances regarding surface water management and cross reference them to the <br />enclosed model ordinance. This could serve two purposes. It may demonstrate to the Council <br />that the ordinance is in compliance with the Interim Strategy or it may infonn both the city and <br />the Council the extent to which the ordinance will need to be amended within 120 days of final <br />Councitreview of the city's plan. <br /> <br />The City of Roseville has submitted an excellent plan and we are looking forward to bringing it <br />before the Council for final review before the end of the year.
