County Road C <br /> <br />The County Road C area encompasses parcels that bor<;J.er Long Lake Road from <br />County Road C to C2 and includes office, industrial and car/truck sales and <br />repair businesses. There is a total of 58 acres, generating an estimated market <br />value of $17.7 million. From a redevelopment standpoint this area will continue <br />to remain office and car/truck sales uses with reinvestment potential to bring <br />the buildings up to current design standards. <br /> <br />11. Lexington/Larpenteur <br /> <br />The Lexington/Larpenteur redevelopment area, consisting of approximately 39 <br />acres and generating an estimated market value of$13.7 million, was one ofthe <br />first commercial areas developed in the early 50's in Roseville. With the <br />development of the commercial areas came apartment living surrounded by the <br />traditional single family homes. This area consists of a wide variety of housing <br />choices and has evolved from 1800's rural farms and markets that served the <br />horticulture and truck farming industries to a contemporary mixed use <br />neighborhood with commercial uses and an auto oriented roadway carrying <br />approximately 17,500 vehicles per day. <br /> <br />The aging retail uses and wide roadway, combined with high traffic volumes has <br />transformed the Lexington/Larpenteur Avenue area into a physical barrier to <br />pedestrians and a psychological boundary between bordering communities. <br />Redevelopment of this area needs to incorporate livable community concepts, <br />quality design and streetscape elements as outlined in the Larpenteur Avenue <br />Streetscape Master Plan. (Appendices Book 2 - 12.7C) <br /> <br />Redevelopment is occurring in the area consistent with those plans but not <br />without additional City assistance. The Roseville Center, owned and operated <br />by Bradley Real Estate, began redevelopment of the site in 1998. The <br />redevelopment includes the following: <br /> <br />1. Building elevations that incorporate design elements of the Larpenteur <br />Streetscape Plan. These designs of the building elevation include <br />replacement of the metal roof with a new metal roof in a slate blue color, <br />installation of a main tower and/or corner towers, roof line elements to <br />address the changes in grade, placement of masonry around the existing <br />columns (brick with broken block base), designation of a sign band and <br />development of consistent signage over time through the use of tenant sign <br />design criteria, and painting of the north side of the building in a <br />complementary color. <br /> <br />2. Pylon sign elevations that reflect the proposed design of the Center and are <br />"grounded" . <br /> <br />8 <br />
