<br />REQUEST fOR PLANNING COMMISSION ACTION <br /> <br /> <br />DATE: 11/18/98 <br />ITEM NO: 6(d) <br /> <br />Agenda Section: <br />PUBLIC HEARINGS <br /> <br />Adoption of Annual (1998) Comprehensive Plan Revisions (PF3082) <br /> <br />Manager Approval: <br /> <br />1.0 BACKGROUND <br /> <br />1.1 Each year in December/January the Roseville Planning Commission and City Council <br />affirm the Comprehensive Plan changes that have occurred during the previous year. (The <br />Comprehensive Plan was rewritten and adopted in September 1994.) During the year, <br />public hearings are held on all plan changes before they are approved by the Commission <br />and Council. Most amendments (see examples below) are then sent to the Metropolitan <br />Council for their review, comment, and approval. <br /> <br />1.2 In order to keep track of amendments to the Plan, the Planning Commission has, annually, <br />scheduled the affirmation of the changes and inclusion of the changes on an addenda <br />sheet in the front of the plan. This has been a unique year, in that the Commission and <br />Council completed its plan affirmation stage in January, and now will resubmit the Plan <br />(with updated statistics and/or rewritten text) in late 1998 for the Metro Area Mandatory <br />Plan Review by the Metropolitan Council. No goals or policies have changed. For that <br />reason staff may request the Commission and Council to hold a another review at "mid- <br />year" for the existing plan and possible updates for 1998-99. <br /> <br />2.0 COMPREHENSIVE PLAN REVISIONS <br /> <br />2.1 In 1998 the changes including the following: <br /> <br />1. Parks and Open Space Master Plan and Map (Section 9) - Delete an existing map <br />titled "Park System" 7/14/94, update to the new map, "Parks and Open Space Map", <br />which more thoroughly designates City of Roseville parks and various open space <br />categories, and includes new parks (Pioneer Park) and new park open space <br />(Waterworks/Cemetary Area).
