(Required by Minn. Stat. 473.858, Subd. 2. <br /> <br />See attached letters addressed to adjoining communities, school districts, county, and <br />watersheds. <br /> <br />SECTION II: CONFORMITY WITH METROPOLITAN SYSTEM PLANS <br /> <br />A. Transportation <br /> <br />1. Does this plan revision or amendment potentially increase existing trip generation (use <br />Institute of Transportation Engineers trip-generation manual)? <br /> <br />This revision to the Roseville Comprehensive Plan extends the traffic volume projections to the year <br />2020, based on the city parcel GIS and Metro Council T AZ information. The road segment 2020 <br />estimation was prepared by BRW and ;s attached. See Section 5 of the Plan. <br /> <br />2. Does the existing local and regional road network (including metropolitan interchanges) have <br />the capacity to accommodate planned land use(sH Yes with some improvements planned within <br />the City's Pavement Management Program and CIP and the County OP/Master Plan. See Section 5 <br />and Section 12.5 <br /> <br />Are these improvements included in a Capita/Improvements Program? <br />Yes. Improvements and basic funding packages are highlighted in CIP, Section 12. <br /> <br />3_ Does this plan amendment impact transit service or facilities-either positively or negatively? <br /> <br />Yes. The plan requires the city to provide transit friendly stops and mini-hubs within redevelopment <br />areas such as Centre Point. The plan continues the master concept of a light-rail or bus lane along <br />Snelling from Arden Hills to Fair Grounds; along County Road C; and as per MnDot Plan, a HOV <br />lane on Highway 36. More information will become available as part of the 1999 update when <br />information on transit and transportation networks is completed for the entire 135-W corridor as <br />part of the 7 community plan. <br /> <br />4. Can the potential traffic impacts of the land use be mitigated by implementing Traffic Demand <br />Management (TDM) strategies or through land use and urban design measures that encourage <br />alternatives to single occupancy vehicles (SOV)? <br /> <br />The City will attempt to address these issues as part of the 1999 update when information on transit <br />and transportation networks in completed for the entire 135-W corridor as part of the 7 community <br />plan. <br /> <br />5. Is this proposed land use change located adjacent to a principal arterial or "A" minor arterial? <br /> <br />No land use map changes are proposed. There will be a realignment of Twin Lakes Parkway as <br />shown in master plan, Section 12.5. <br /> <br />3 <br />
