The additional 10% impervious surface coverage variance is in harmony with the <br />existing development in the area, the general purpose and intent of the City's <br />Comprehensive Plan and Title 10 ofthe City Code (Zoning). <br /> <br />5. The proposed variance, if granted, will not adversely affect the public health, safety, <br />or general welfare. Storm water/drainage will be handled by the City's storm water <br />and ponding system in this area. <br /> <br />4.0 Staff Recommendation <br /> <br />4.1 Based on the findings outlined in Section 3.1, staff recommended approval of the request <br />for a variance to increase the impervious surface coverage of a parcel in a shoreland <br />management district to 35% for the purpose of regrading the site and constructing a single <br />family residence on an undeveloped parcel at 1230 Belair Circle, with the following <br />provisions: <br /> <br />1. On-site grading must be verified in the field to insure that drainage is not diverted <br />to adjacent properties. <br /> <br />2. Prior to site grading, and before any utility construction is commenced or building <br />permits are issued, an erosion control plan must be submitted for approval, and <br />all erosion control actions shall be implemented, inspected and approved by the <br />City. <br /> <br />5.0 Planning Commission Action <br /> <br />5.1 The Planning Commission held a public hearing on this request on Wednesday, December <br />9,1998. Thomas Diffley, owner, and Steve Zawadski, WF Bauer Homes, were present to <br />answer questions and provide additional information. Several residents of the <br />neighborhood were also present, although none spoke to the issue. Based on the findings <br />outlines in Section 3.1, the Planning Commission recommended approval of the request, <br />with the following provisions outlined in Section 4.1. <br /> <br />6.0 Suggested City Council Action <br /> <br />6.1 By resolution, grant a variance to increase the impervious surface coverage of a parcel in <br />a shoreland management district to 35% for the purpose of regrading the site and <br />constructing a single family residence on a pre-existing undeveloped parcel at 1230 Belair <br />Circle, based on the findings outlined in Section 3.1 of this report and with the provisions <br />outlined in Section 4.1. <br /> <br />Attachments: Resolution; property location map; notice of public hearing; project narrative from applicant; existing <br />topography of area from City records; proposed grading plan; proposed site plan; proposed building elevations; <br />proposed building floor plans; covenants. <br /> <br />60-day Time Limit: Application accepted on November 9,1998; Decision deadline is January 8,1998. <br />Prepared by: Kim L.
