<br />..{ <br /> <br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />DATE: 12/09/98 <br />ITEM NO: 6 (b) <br /> <br /> <br />Agenda Section: <br />PUBLIC HEARINGS <br /> <br />Thomas & Kathleen Diffley and WF Bauer Homes are requesting a variance <br />to increase the impervious surface coverage of a parcel in a shoreland <br />management district to 35% for the purpose of regrading the site and <br />constructing a single family residence on an undeveloped parcel (PF3086). <br /> <br />Manager Approved: <br /> <br />1.0 Requested Action <br /> <br />1.1 Thomas & Kathleen Diffley and WF Bauer Homes (Steve Zawadski) are requesting a <br />variance from Section 1016.26(B) of the City Code to increase the impervious surface <br />coverage of a parcel in the shoreland management district of Lake Josephine from 25% to <br />35% for the purpose of regrading the site and constructing a single family residence on an <br />undeveloped parcel. <br /> <br />2.0 Background <br /> <br />2.1 Thomas & Kathleen Diffley own an undeveloped lot at 1230 Belair Circle (Lot 8, Block 1, <br />Belair Heights No.2). The property is zoned R-1, Single Family Residential, and the <br />Comprehensive Plan identifies the property as Low Density Residential. Adjacent land <br />uses include single family residential to the north, south, east, and west. Another <br />undeveloped parcel with similar site conditions is located directly west of this parcel. <br /> <br />2.2 WF Bauer Homes is requesting a variance from Section 1016.26 of the City Code to <br />increase the impervious lot coverage to 35% in the shoreland management district of Lake <br />Josephine. This subdivision was platted in 1978. When this area was developed in the early <br />1980s, the cul-de-sac and other lots were cut down from the original topography. This lot <br />and the lot to the west have not been regraded and are approximately 15 feet above the <br />roadway level of Belair Circle. This lot is 86 feet wide and 135 feet deep (11,660 square <br />feet). The house and deck /patio as proposed covers 2,055 square feet, the three-car garage <br />covers 720 square feet, and the driveway covers 1,300 square feet: the overall impervious <br />lot coverage is 4,075 square feet or 35% of the lot. Ifthe attached garage was only a two car <br />garage and the driveway width was reduced accordingly, the overall impervious lot <br />coverage would be reduced to approximately 31 %. <br /> <br />2.3 The applicant is proposing to construct a modified rambler home on the site with 1,937 <br />square foot of living area on the main floor, 1,482 square feet of living area with a side <br />walk-out on the lower level, and a three-car garage. The size and mass of the proposed <br />house is similar to other homes in this neighborhood. In order to facilitate development <br />of the site with the least amount of impact to the neighborhood, the home design uses a <br />side walk-out on the east to blend in with the topography of the property to the east.
