<br />2.0 PROJECT JBACOCGJR01UNID <br /> <br />2.1 Mr. Cox has a purchase agreement for and has evaluated the existing 60+ year old, 1,cao s.f. <br />building located at 3116 Fairview Avenue, North. He has found that it is located on :5 feet <br />on the right-of-way of County Road D. (County Road D at this point is a city street to the <br />center line, and an Arden Hills street north of the centerline.) In addition, while the b~ilding <br />appears to be stru<:turally sound, it will require complete updating to meet current bu:1ding <br />and life safety codes. <br /> <br />2.2 The lot on which this building is located is 100' in width by 167 feet in depth (16,700 s.f.). <br />This is a small but workable site for a small office building. Parking for a 4,000 s.f. office <br />building would be 18 to 20 spaces; for a 5,000 s.f. building 23 to 25 spaces would be <br />required. <br /> <br />2.3 The proposed arc~itecture would be single level, wood and masonry building to [:t the <br />residential character of the neighborhood, simjJar in some respects to the Shoreview office <br />complex near the southeast comer of Highway 96 and Rice Street. <br /> <br />2.4 Mr. Cox has submitted the required concept site plans and concept drainage plan. The <br />drainage plan allows water to stand on the parking lot and slowly release through a catch <br />basin into the city's storm sewer system. More detail will be required as part of the final <br />approvals. <br /> <br />2.5 Mr. Cox also requests the City to approve a partial vacation oftrus portion of County Road <br />D. The City has w:;>rked with Arden Hills to ascertain that there is adequate right-of-way <br />remaining for street and utility purposes. Staff is currently working with the County to <br />determine the histoJry of the right-of-way. <br /> <br />2.6 Section 1008 of the City Code outlines the requirements and procedures for a planned unit <br />development. <br /> <br />3.0 STAFF COMMENTS &. FITNIDH[NGS <br /> <br />In reviewing this item, staff had the following comments: <br /> <br />3.1 The City's Comprehensive Plan map designates portions of the County Road D and Fairview <br />area for Business. The zoning of the site is Business "B-3". The proposed office is a <br />permitted use in a "B-3" zone. The area to the west, across Fairview, is also a "B-3" site and <br />has a quick-lube station, formerly a transmission repair shop. To the south and east are a mix <br />of single family and duplex structures. To the north, in Arden Hills, is a Presbyterian Homes <br />senior housing complex.
