<br />REQUEST FOR PLANNING COMMISSION DISCUSSION <br /> <br />DATE: 12/09/98 <br />ITEM NO: 7c <br /> <br />Manager Approval: Agenda Section: <br />Discussion Item <br /> <br />Ric Cox - Office at 3116 Fairview Avenue North (SE comer Fairview and <br />County Road D) (PF#3092) <br /> <br /> <br />1.0 Requested Action <br /> <br />1.1 Mr. Ric Cox would like to purchase and redevelop the parcel at the 'southeast comer of <br />Fairviewand County Road D as a small office (insurance) building. The proposal would <br />require either partial or entire removal ofthe existing 1,000 s.f. structure and 3 tenants. The <br />new 4,000 to 5,000 s,f. building on the site would use some of the Cornerstone concepts, <br />bring the building closer to the street and provide parking behind the building, screened from <br />public and adjoining residential neighbors. Mr. Cox seeks direction from the Planning <br />Commission. <br /> <br />2.0 Background <br /> <br />2.1 Mr. Cox has evaluated the existing 60+ year old, 1,000 s.f. building and found that it is <br />located 15 feet within the south edge of the right-of-way of County Road D. (County Road <br />D at this point is a city street to the center line, and an Arden Hills street north of the <br />centerline.) In addition, while the building appears to be structurally sound, it will require <br />complete updating to meet current building and life safety codes. <br /> <br />2.2 The lot on which this building is located is 100' in width by 167 feet in depth (16,700 s.f.). <br />This is a small but workable site for a small office building. Parking for a 4,000 s,f. office <br />building would be 18 to 20 spaces; for a 5,000 s.f. building 23 to 25 spaces would be <br />required. <br /> <br />2.3 The proposed architecture would be single level, wood and masonry building to fit the <br />residential character of the neighborhood, similar in some respects to the Shoreview office <br />complex near the southeast comer of Highway 96 and Rice Street. <br /> <br />2.4 Depending on the outcome of the title search for this site, Mr. Cox may request the City to <br />consider a partial vacation of this portion of County Road D.
