<br />3.1 The City's Comprehensive Plan map designates portions of the County Road D and Fai:-view <br />area for Business. The zoning of the site is Business, B-3. The area to the west, across <br />Fairview, is also a 8-3 site and has a quick-lube station, fonnerly a transmission repair shop. <br />To the south and ea$t are a mix of single family and duplex structures. To the north, in Arden <br />Hills, is a Presbyterian Homes senior housing complex. Off of the south property lice is <br />major billboard thz.t should be removed. Maps are attached. <br /> <br />3.2. The City's Comprehensive Plan text currently does not specifically address any of these <br />parcels. <br /> <br />3.3 The Cornerstone Program, if utilized on this site would require (through its guidelines) <br />neighborhood meetings, a planned unit development hearing, and the possibility of setbacks <br />that are as close as ] 0 feet to the street property lines. Screening and the choice of materials <br />for the construction are carefully guided. Normally a set of hearings and a PUD agreement <br />are used to resolve these issues. <br /> <br />3.4 The site will be subject to utility easements and possibly ponding requirements if more <br />impervious or paved surface is created than has existed on the site. A review with the Rice <br />Creek Watershed wjll be necessary. <br /> <br />3.5 While primary acceSs to the parking areas and driveways would be iTom County Road 0, all <br />three units of govermnent (Roseville, Arden Hills, and Ramsey County) would be involved <br />in settling the road access and vacation issues. <br /> <br />3.6 The comer of Fairview and County Road D was part ofajoint 1998 Livable Communities <br />grant in which the cities of Roseville, Arden Hills, Shoreview, and New Brighton proposed <br />better pedestrian access to the comers, creation of a "neighborhood commons", distinctive <br />street light and transjt stops, among other things. While the application for grant funds was <br />not in the top five, the cities are still interested in pursuing the projects. <br /> <br />4,C Staff Rerc~UiJ1m~irIl~~~D<<>>rru~ <br /> <br />4.1 This is a unique redevelopment project that could be an asset to the neighborhood.
