<br />s.f. At five spaces per 1,000 sJ. of retail space, there is adequate parking for up to 23,000 <br />sJ. of garden center space on this site. In Phase 2. the building may have to be reconfigured <br />to meet exiting requirements of the building code. <br /> <br />4.6 The hard surface driveway along Oakcrest, east of the building will be retained as a loading <br />area and a maintenance drive for garden center trucks and loaders. A second gated loading <br />entry will be located at the southwest corner of the building. No other vehicles will be <br />allowed into the sales/display/storage area through this gated entry. <br /> <br />4.7 All drainage created by the new display structures, beds, and display/storage areas must <br />be collected and channeled to a natural drainage way or gravel settling area within the <br />applicant's property. <br /> <br />4.8 The exterior of the trash enclosure must be of a rock face block material which matches <br />that existing materials on the building in color and materials, or the exterior materials <br />must be of a maintenance material which matches the color and trim of the building. <br /> <br />4.9 A detailed landscape plan will be required as part of the building permit review. <br /> <br />4.10 Because of the size of the new display trellis structure (225 lineal feet) no other trellis, <br />accessory building, or storage shed may be permitted on the property. <br /> <br />4.11 The maximum height of the display trellis shall be 12 feet (10 feet is proposed). No lighting <br />is proposed on the trellis. <br /> <br />4.12 No banners may be hung from fences, trellis, or building. <br /> <br />4.13 The hours of operation will be limited to 8:00am to 9:00pm weekdays and 8:00am to <br />9:00pm on weekends during the peak seasons, with fewer hours in non-peak seasons. <br /> <br />4.14 Prior to issuance of a building permit, and within 60 days after approval of the conditional <br />use permit, the applicant /owner must record the conditional use permit with the Ramsey <br />County Recorder. <br /> <br />4.15 If approved, this conditional use permit and variance shall expire 6 months after approval <br />if a building permit has not been issued. (Section 1013.03) <br /> <br />4.16 Product display will be allowed up to the fence line. <br /> <br />5.0 Staff Recommendation <br /> <br />Based on the findings in Section 3 and with the conditions listed in Section 4 of this report, <br />the staff recommends approval of the conditional use permit to allow construction of an <br />outdoor display/sales/ and storage area of 14,000 to 18,000 sJ.; and approval of a 2 foot <br />height variance for a security and safety wrought iron fence, subject to completion of a <br />certificate of survey to identify the right-of-way lines. <br /> <br />PF3096 - RCA (02-22-99) - Page 5 of 6 <br />
