The preliminary site p1an that we <br />received- showed very_ few changes to the physical parking lot or access. A major change was future <br />, deve}op~eni of a gJ.'eenhouse and development of an outdoor sales area. The garden ccntcr will be <br />9.875 square feet with a future greenhouse of 3,240 square feet. Access win be Oakcrest A venue, which <br />in turn has intersections with Snelling Avenue and with Fairview Avenue, <br />I <br /> <br />Calculation of traffic volumes generated from a garden center is somewhat difficult. The Institute of <br />Transportation Engineers Trip Generation Manual does have d,<Wi from a number of studies, but the data <br />shows a rather wide range 'of trip generation rates. Trips for a::$:;QOO square foot garden center fange from <br />less than 100 to more than 900 trips per day. Based on some observations of the Lyndale Center in <br />Richfield as part of some stUdies we have done, and based on observations at other garden centerS and <br />florists, we believe that the Lyndale Center at this loc:adon will generate betvveen 400 and JOO vehicle trips <br />per day. This figure represents a design day which is typical of the heavier traffic periods. This number <br />will be exceeded on Saturdays in May, during certain times in December and probably on th~ few days <br />preceding Valentine's Day and Easter. However, there will be a. number of times during the year whCn <br />the volumes will be less. Approximately 10 to 11 percent of the traffic on a week day will occur in the <br />p.rn. peak hour. <br /> <br />For analysis purposes, we have assumed 450 vehicle trips per day t 46 in the p.m. peak hour, with an <br />approximately 50 p~rcent distribution between inbound and outbound in the p.m. peak hour. With the <br />further review 0f distribution of traffic to the area, analysis of traffic volUIlles and potential conflicts, and <br />travcfpattcms, we believe in the p.m. peak hour there will be seven outbound left turns from Oakcrest <br />Avenue onto Snelling Avenue from the gardeu'center. This tramc will find some difficulty in entering. <br />Snelling Avenue since it must first find a gap in southbound traffic created by the traffi~ signal at County <br />Road C, and then in northbound traffic, primarily created by the traffic signal at Count)' Road B.
