Although there will be less delays ~t:Fairview Avenue then at Snelling Avenue <br />(for the northbound left turn), Fairview Avenue has its own';,~~fof traffic problems including access to <br />Fairview Avenue and other delays along Fairview A venue at various intersections. Oakcrest Avenue does <br />not provide an inviting alternative. In addition, unfamiliar Irlotorists may not recognize where Oakcrest <br />A venue leads to and it will be used primarily by Roseville residents, those familiar with the street system, <br />and employees. <br /> <br />On Saturdays, the tfaffic. volume will be higher. especially in May. However, we anticipate that the: same <br />percentage trip distribution will prevail because of the lower traffic volume on Snelling Avenue. Although <br />there will be more left turns from Oakcrest onto Snelling Avenue, the individual delays per vehicle may <br />be less resulting in the same amount of impact (more vehicles but less individuaJ delay). On a Saturda.y. <br />there may be 15 vehicles per hour on Oakcrest Avenue to the west generated from the Lyndale Garden <br />Center site. <br /> <br />We have reviewed the intersection of Oakcrest Avenue on Snelling Avenue with Mn/DOT. They currently <br />have no plans to close or resttict the median. 11 is, however, an intersection very close to a freeway section <br />of Snelling Avenue. The accident rate at the intersection is not high at this rime. If the accident pattern <br />changes and the rate increases and/or there is a significant amount of congestion, the: option of closing the <br />median does exist. However, there are no plans at this time. <br /> <br />We have briefly reviewed the site plan although there is litt~e c~ge from the existing HOM Fumiture <br />parking lot and circulari;on pattern. The location of the driv~Y'ays on Oakcrest Avenue do not create <br />problems. The circulation through the parking lot is relativelyj~tindard with two aisles and parking stalls <br />on either side. The only major difference between HOM Furniture and Lyndale Garden Center would be <br />the area for loading vehicles frQm the tree lot or outdoor sales areas. Access through the parking lot by <br />sen-ice vehicles may also be a concern unless deliveries are restricted to lower volume times. However, <br />we have limited information relative to their delivery plans and are working I;)ff a relatively small scale and <br />apparently preliminary layout. <br /> <br />We hope that this information is helpful in your review of the site.
