<br />WHEREAS, the city of Fridley City Council acknowledges that equal opportunity
<br />employment for all persons is a furrlaIrental human value; arrl
<br />
<br />WHEREAS, the city of Fridley does praocrt:e arrl encourage full realization of human
<br />rights within City employnent; arrl
<br />
<br />WHEREAS, the state of Minnesota, declares that artificial barriers to enployment,
<br />pursuant to M.S. 363.03, are unfair discriminatory practices; an:l
<br />
<br />WHEREAS, urrler the Minnesota Human Rights Act, Section 363.073, businesses or
<br />finns which (a) have IOOre than 20 full-tine enployees in Minnesota at any time
<br />durirg the previous 12 IOOnths, arrl (b) bid on state contract for gocx1s am
<br />services in excess of $50,000.must have a Certificate of O:IIpliance issued by
<br />the Commissioner of the DepartIrent o.f Human Rights. Certificates are issued to
<br />businesses or finns that have an Affirmative Action Plan awroved by the
<br />Commissioner of the Minnesota DepartIrent of Human Rights for the enployment of
<br />minorities, women am disabled persons; am

<br />WHEREAS, the City of Fridley intends to reinforce Federal trerit starx1ard
<br />principles and concepts by assuriD] that all segments of society have an
<br />opportunity to enter public savice on the basis of open competition am advance
<br />according to individual ability. .

<br />NCM, 'IHEREFORE, BE IT RESOLVED that the Fridley City Council reaffirms am
<br />declares the Affirmative Action Program of Fridley, dated December 19, 1988, to
<br />the extent that such declaration is reasonable an::l realistic arx:l is not in
<br />conflict with applicable laws of state or Fe1.eral authorities:

<br />.'!he City of Fridley acknc:Mledges that equal opportunity for all persons is a
<br />fundamental human value. Consequently, it is the policy of the City to provide
<br />equal opportunity in employment arx:l personnel nanagement for all persons; to
<br />provide access to, admission to, full utilization arrl benefit of t.rainirq am

<br />religion, national origin, sex, marital status, public assistance status, veteran

<br />Fridley establishes an Affirmative Action Plan, providing for an::l assuring fair
<br />am equitable treatment in all phases 'of public employment, includ:i.rxJ selection,
<br />compensation, benefits, tra:ininq opportunities, prorrotions, transfers, layoffs,
<br />an::l other terms, corrlitions, arrl privileges of employrrent. '!he concept of this
<br />affirmative action policy is consistent and furrlaIrental to the maintenance of
<br />effective equal opportunity arrl shall be iIrplemented as an integral part of the
<br />City of Fridley's personnel system.
