<br />Request For City Council Action <br /> <br />DATE: 01.25.99 <br />ITEM NO: 1-2 <br /> <br /> <br /> <br />Agenda Section: <br />LAND USE <br /> <br />Midas Muffler Renovation, 2168 Snelling Avenue North <br /> <br />1.0 Background <br /> <br />In 1989 the City Council approved a Conditional Use Permit to allow reconstruction of the <br />shop located at the northeast corner of Snelling Avenue and County Road B. A portion of <br />that Conditional Use Permit required that the building be constructed of brick and white <br />facia - but not yellow. The sign age plans were to be reviewed by staff. <br /> <br />2.0 Midas Request <br /> <br />Mr. Joe Stranik has requested approval to renovate the existing structure within the <br />constraints of the 1989 CUP. He requested direction regarding trademark color <br />coordination. Midas is changing its franchise color to red instead of yellow. Mr. Stranik <br />is proposing new awnings, signage, and potentially building trim in a red color. <br /> <br />3.0 Staff Comment <br /> <br />Planning staff reviewed the proposal and the commercial neighborhood near the Midas <br />shop. Red is a trim color on Target, Famous Dave's, Arby's and some signage in Har Mar. <br /> <br />4.0 Staff Recommendation <br /> <br />Staff recommends approval of the Midas renovation within the 1989 CUP as consistent <br />and minor in nature and proposes to issue permits to allow such renovation. The City <br />Attorney has reviewed this proposal, before the proposed color was changed from yellow <br />to red. <br /> <br />5.0 Suggested Council Action <br /> <br />Staff prepared this overview to inform the Council regarding this renovation. Unless <br />otherwise directed, the staff proposes to issue permits as necessary. <br /> <br />By motion, approve the minor amendment to the 1989 Conditional Use Permit to allow <br />fenovation and the use of fed color for trim, awnings and signage on the Midas building <br />located at 2168 Snelling Avenue North. <br /> <br />Attachments: Attorney review 11/16/98; Planning Commission and City Council minutes, 1989. <br />Prepared by: Dennis Welsch.
