Existing land use guiding and zoning <br /> <br />Har Mar Mall ("Har Mar") is an enclosed 428,100 square foot community shopping center <br />located on Snelling Avenue in the City of RosevilIe (the "City"). It is bounded on the <br />north by County Road B, on the south by Ryan Avenue, on the west by Snelling Avenue, <br />and on the east by old, vacated Pascal Avenue. The Har Mar property is designated SC- <br />Shopping Center in the RosevilIe Comprehensive Plan 1998 Update. The Har Mar <br />property is zoned S-C Shopping Center District. The existing zoning classification is <br />consistent with the Comprehensive Plan. <br /> <br />The pennitted and accessory uses listed under the B-2 Retail Business District are the <br />pennitted and accessory uses allowable in the S-C Shopping Center District. "Grocery <br />stores" are pennitted uses in the B-2 District (Zoning Ordinance, Section 1005.04(A)(24)). <br />The Cub Foods project is a pennitted use in the S-C Shopping Center District. <br /> <br />. Mall Development History <br /> <br />The Hub Shopping Center was developed on the northwest comer of the Har Mar property <br />in the 1950s. In 1960, the owners ofHar Mar obtained a special use pennit from the City <br />for the phased development of the Har Mar Mall. The special use pennit was for parking <br />for Phase I and a buffer zone of 70 feet from existing residential lots to the east. The first <br />phase of Har Mar was built in approximately 1962. <br /> <br />Subsequently, the owners ofHar Mar obtained zoning approval to build a medical center in <br />the south parking lot, including a variance to reduce the buffer from 70 feet to 40 feet. In <br />1979, the City issued a special use pennit for the General Cinema movie theater addition, <br />which was located in the southeast parking area. <br /> <br />On July .13, 1987, the City Council approved a special use permit and variances for a sign <br />and setbacks on County Road B and Snelling Avenue for the second phase ofHar Mar.
