Scott, Esq. <br />May 28, 1999 <br />Page 13 <br /> <br />On May 26, 1999, the Rice Creek Watershed District Board of Managers found the proposed <br />Cub Foods final site drainage plan to be consistent with Rice Creek Watershed District criteria <br />and a substantial improvement over existing conditions. The Board authorized staff to issue <br />the final permit pending legal counsel approval of submitted ponding and flowage easements. <br /> <br />. Utilities and Proposed Utility Easement Vacation and Relocation <br /> <br />Existing utilities have adequate capacity to serve the proposed Cub Foods project. An <br />existing public 48-inch storm sewer will need to be relocated. The length of pipe <br />relocation is equal to the length of pipe abandonment and the slope of the relocated pipe <br />will match the slope of the abandoned pipe resulting in no net impact to the conveyance <br />capability of the storm sewer. <br /> <br />An existing public watermain and public sanitary sewer will also need to be relocated. As <br />with the storm sewer, the length of pipe relocation will be equal to the length of pipe <br />abandonment and the slope of the relocated pipe will match the slope of the abandoned <br />pipe resulting in no net impact to the conveyance capability of each pipe. <br /> <br />On February 8, 1999, Bradley and Cub applied to the City for approval to vacate and <br />rededicate utility easements to accommodate the proposed Cub Foods project. The City <br />approved a similar utility easement vacation and rededication for Home Place in 1995. <br />The City Engineering Department determined that the proposed easement vacation and <br />relocation meet City criteria. The staff report, dated March 22, 1999, states, inter alia, that <br />it is City policy to accommodate developers regarding the vacation and rededication of <br />easements whenever possible. <br /> <br />. Benshoof Traffic and Parking Study <br /> <br />. Findings and Recommendations Concurred in by Bradley and Cub Foods <br /> <br />Benshoof & Associates conducted a detailed traffic and parking analysis for the proposed <br />Cub Foods store at Har Mar Mall. The report addresses the basic traffic and parking <br />characteristics of the Cub Foods store and provides a thorough response to traffic and <br />parking questions that have been raised by nearby residents and by the City's traffic <br />consultant, Short Elliott Hendrickson, Inc. The Benshoof Traffic and Parking Study is <br />attached to this letter as Exhibit F. <br /> <br />Bradley and Cub Foods have reviewed the Benshoof Traffic and Parking Study. They <br />concur in its fmdings and recommendations which are: <br />
