Efficts regarding traffic conditions on nearby roadways <br /> <br />Snelling Avenue and County Road B will experience only a 2 to 3% increase in <br />their daily volwnes following completion of the Cub store. This ~ll not cause any <br />significant change in traffic operations along those roadways. No direct vehicular <br />access will be provided to the Cub store from any local street. (See also proposed <br />non-access easement discussed below.) In addition, existing signs inform motorists <br />that local streets do not provide access to the Har Mar Mall. Therefore, Cub <br />customers from outside the immediate neighborhood will not use local streets to <br />access the Cub store. <br /> <br />. Adequacy of traffic circulation on east side of Har Mar Mall <br /> <br />The existing conditions on the east side of Har Mar Mall have several limitations in <br />terms of convenience and safety of traffic movements and potential vehicle and <br />pedestrian conflicts. Benshoof developed and recommended an improvement plan <br />(Figure 2 of Exhibit F) that will provide substantial improvements for existing users <br />ofHar Mar Mall and will effectively and safely accommodate motorists traveling to <br />and from the new Cub store. Bradley and Cub Foods propose to implement <br />Benshoof s recommended improvement plan concurrent with construction of the <br />proposed Cub Foods store. <br /> <br />. Adequacy of traffic operations at the entrance to andfrom Snelling Avenue <br /> <br />Benshoof identified several limitations with the existing entrance to and from <br />Snelling, particularly during evening hours when both the theater and the Ground <br />Round restaurant are busy. Benshoof developed a recommended improvement plan <br />(see Figure 3 of Exhibit F) for the entrance to and from Snelling Avenue. This <br />design will more effectively serve existing users of the Har Mar Mall and will <br />provide safe and efficient access for the new Cub Foods store. Bradley and Cub <br />Foods have reviewed the Benshoof improvement plan and propose to implem~nt it <br />concurrent with construction of the new Cub Foods store. <br /> <br />. Adequacy of operations for trucks <br /> <br />Careful attention has been paid both to the routing of trucks to and from the store <br />and to the design of the truck delivery area. The entrance and exit routes that have <br />been established for trucks will avoid any significant impacts to users of the Har <br />Mar Mall. The enclosed loading docks and other layout features of the truck <br />delivery area effectively accommodate truck maneuvers and provide sufficient <br />space so that trucks will not interfere with nearby traffic circulation. <br />
