Resource Strategies Corporation Planning Analysis of Moratorium Ordinance and Moratorium <br />Shopping Center Impact Study <br /> <br />Resource Strategies Corporation conducted a study of the land use issues related to the Shopping <br />Center District interim moratorium ordinance ("Moratorium Ordinance") and the proposed . <br />Moratorium Shopping Center Impact Study ("Moratorium Study"). Resource Strategies' analysis <br />also included review of the 1994 Roseville Comprehensive Plan; the Roseville Comprehensive <br />Plan 1998 Update; City staff memoranda, reports, and correspondence with the Metropolitan <br />Council; the 1995 City Zoning Ordinance; Roseville City Council minutes relating to the history <br />ofHarMar Mall; site plan information for Har Mar Mall and the proposed Cub Foods store; and <br />the Moratorium Ordinance and the description of the proposed Moratorium Study set forth in the <br />April 12, 1999 staff report. Resource Strategies also toured and inspected Roseville commercial <br />areas, residential neighborhoods and the Har Mar property. <br /> <br />The Resource Strategies Corporation Har Mar Mall Planning Analysis is attached to this letter as <br />Exhibit J. Its findings regarding the Moratorium Ordinance and Moratorium Study are: <br /> <br />. Roseville has experienced significant commercial development, including regional malls, <br />numerous warehouse-sized sub-regional uses and 24-hour businesses. <br /> <br />. There were no extraordinary issues noted nor additional land use studies recommended in the <br />development of the 1994 Comprehensive Plan and the 1998 Comprehensive Plan Update <br />pertaining to the compatibility of commercial and residential uses. <br /> <br />. The 1998 Comprehensive Plan Update does not propose any land use changes at Har Mar Mall <br />or adjacent properties. <br /> <br />. The 1998 Comprehensive Plan Update does not propose amendments to the City's goals and <br />policies. <br /> <br />. The Comprehensive Plan refers to a major commitment to preserve the quality of life in the <br />community, while pursuing major commercial development and employment opportunities <br />over the next 20 years. <br /> <br />. The 1994 Comprehensive Plan and the 1998 Comprehensive Plan Update propose to <br />concentrate retail sales in existing retail areas and to allow expansion of existing shopping <br />centers to achieve land use, transportation, parking and aesthetic efficiencies. The proposed <br />Cub Foods project is consistent with these policies. <br /> <br />. Resident attitude surveys show that Roseville residents rate the quality of life extremely high. <br />The 1998 survey ranked this satisfaction level higher than the 1990 survey. <br />
