Sound levels associated with mechanical equipment. <br /> <br />Rooftop mechanical equipment for the proposed Cub Foods store will be screened <br />by a four-foot parapet wall. The estimated worst case rooftop equipment noise <br />level at the nearest home was slightly above the 50 dBA state nighttime L50 <br />standard. Braslau recommends that Cub Foods' prototypical rooftop equipment on <br />which the sound level assessment was based be modified to achieve 'strict <br />compliance with state nighttime standards. Cub Foods concurs in this <br />recommendation and proposes to utilize equipment with a substantially slower fan <br />motor (850 RPM) than its prototypical equipment (1150 RPM) to achieve <br />regulatory compliance. A conservative goal of an overall rooftop equipment sound <br />level of 45 dBA or less (below the nighttime L50 standard) at the homes to the east <br />will be used; and close-in noise barriers higher than the equipment will be added, if <br />necessary to reduce sound levels at nearby residences. <br /> <br />. Mardell Amundson Property Values Study <br /> <br />Mardell Amundson Johnson & Leirness, Inc. conducted a study of the incremental effect, if any, <br />on market value of single-family homes that neighbor Cub Foods stores or other similar 24-hour <br />retailers as compared to those neighboring more conventional retail businesses. The Mardell <br />Amundson property values study is attached to this letter as Exhibit I. It involved a survey of five <br />asses~ors and a cpmparison of. average annual valuation change for. "affected" homes near Cub <br />Foods stores to average annual valuation change for control group homes that lie in close <br />proximity, but may be more directly influenced by general retail merchants that do not operate 24 <br />hours a day. <br /> <br />The Mardell Amundson property values study findings are: <br /> <br />. No assessor reported any market evidence for value loss of residences neighboring a 24-hour <br />discount grocery store as compared to those neighboring a general retail store. No assessor <br />was of the opinion that there would be value loss resulting from this situation. <br /> <br />. For each of the two market value comparisons, homes neighboring the Cub Foods stores were <br />experiencing a greater value appreciation than their control group homes. <br />
