<br />ADEQUACY OF TRAFFIC OPERATIONS ON ENTRANCE <br />TO/FROM SNELLING AVENUE <br /> <br />In his letter dated February 19, Glen VanWormer expressed concerns about the effects of <br />the Cub Foods traffic on this main entrance to/from Snelling Avenue. He commented on <br />conditions during evening hours when both the theater and the Ground Round Restaurant <br />are busy. We concur with the need expressed by Mr. VanWormer to preserve safe and <br />efficient traffic operation on this major entrance roadway to/from Snelling Avenue. <br /> <br />Through a careful review of this situation, we have developed the recommended plan <br />shown in Figure 3. Major improvements included in this plan are: <br /> <br />. Implement the following two changes at the major T intersection about 320 <br />feet east of Snelling Ave., which serves the large parking area to the north: <br /> <br />Close the traffic connection immediately south of the theater entrance. <br />Install a stop sign for eastbound traffic entering from Snelling Avenue. <br />With this stop sign, the T intersection will have all-way stop control, <br />which will be more safe and understandable than the current two-way <br />stop control. <br /> <br />. Realign the entrance roadway as it proceeds east of this T intersection so that <br />it is oriented with the western-most parking row in the south parking lot. This <br />revised alignment will create several important benefits, including: <br /> <br />Increase the parking supply immediately west of the Cub building for <br />use by customers of the theater and other Har Mar businesses. The <br />number of spaces would increase from 24 existing to 81. <br />Creating aT intersection just southwest of the Cub building to safely <br />accommodate motorists entering and exiting the south parking lot. <br /> <br />. Provide two entering lanes on the driveway from Snelling Avenue the full <br />distance to the T intersection near the southwest corner of the Cub Store. This <br />recommendation will ensure sufficient entering capacity for customers <br />arriving for the Cub Store, for Ground Round, for the theater, or for other Har <br />Mar businesses. <br /> <br />. Provide progressive increases in exiting capacity on this driveway, starting <br />with one lane where the driveway leaves the south parking lot, expanding to <br />two lanes prior to the next intersection, anq expanding to the current three <br />lanes on the approach to Snelling Avenue. <br /> <br />With the features shown in Figure 3, we are confident that the entrance to/from Snelling <br />Avenue will more effectively serve existing users of the Har Mar Mall, and we believe <br />that it also will provide safe and efficient access for the new Cub Food Store. <br /> <br />7 <br />
