This addition proposed tearing down the
existing Home Place store and replacing it with a store that would add and increase in size by
approximately 46%. The addition is proposed by Bradley Limited Partnership. The Bradley
organization is set upon expanding an already maxed out shopping center with inadequate
parking and traffic routes. They are not content to operate in the existing center that meets
present zoning, but insist upon changing water and sewer easements and ponding areas for
water run off without tackling current water run off problems or by consulting with Rice Creek
Water Shed as to these problems.

When Bradley Limited Partnership couldn't have their way in shoving a very obscure and
vague plan down the council's throat, they resorted to legal blackmail by threatening suit.

The Council, in its good judgement, was not trying to discourage Cub Foods persae, but was
trying to have a reasonable plan from Bradley--one that would be acceptable to the adjacent
neighborhoods and Har Mar's present tenants. Therefore, the Council imposed a moratorium
on any development until Bradley could workout the basic zoning detail. Why doesn't Bradley
understand they cannot over expand this building? It is a Center that is over-extended in
parking and traffic already.

The parking lot adjacent on the south is zoned under a special use permit for parking that
covers buffer zones and fences. It is not to be used for garden shops, truck routes, ponding
areas or anything other than parking.

Thank you, again, Roseville Council, for not being legally intimidated and blackmailed and for
respecting the rights of citizens of Roseville-especially those within 250 feet, from a person
I. It is nice to know that the Council protects adjacent real estate values next to a shopping
center and does not let large real estate people transfer values into their pockets for large
short-term gain.

if

I.

. ,

_" (". o...~
0\ ,,'V \..
