Wall <br />Mayor ofRoseville <br />2803 Lincoln Drive <br />Roseville, Minnesota 551133 <br /> <br />RE: Planning File 3104 <br />Cub Food Store <br /> <br />Dear Mayor Wall: <br /> <br />The purpose of this letter is to discuss the development of a Cub Food store as proposed <br />by Bradley Operating Limited Partnership ("Bradley") at the Har Mar Mall. The current <br />matter that will be heard by the City Council on Monday, March 22, 1999, is a request by <br />Bradley for the vacation of a portion of certain utility and drainage easements in <br />connection with the rerouting of utility lines located on the southeast side of the former <br />Homeplace store, in the Har Mar Mall. The following is a discussion of the open issues <br />as I see them. <br /> <br />EXISTING UTILITY-DRAINAGE EASEMENTS <br /> <br />I attended the Planning Commission meeting held on March 10, 1999. It is still unclear <br />to me, as well as most people who attended just what Bradley plans to do. Copies ofthe <br />proposed plans are attached as Exhibit A. There are a number of very serious issues that <br />are still left unresolved. At a minimum, I would request that very detailed information be <br />provided specifically outlining exactly why Bradley needs a vacation of the existing <br />easement including detailed plans as to what they propose to install. Numerous questions <br />were raised during the Planning Commission Meeting as to the adequacy of the existing <br />drainage system currently found in the Mall, due to the fact that the adjacent homeowners <br />have had flooding problems on numerous occasions in the recent past. Keep in mind that <br />the City has already installed a new stonn water system, along with new curbs and gutters <br />on all the residential streets that surround the Mall. However, the adjacent home owners <br />are stilI plagued with flooding on a fairly regular basis. I believe that the run off from the <br />Har Mar Mall parking lot has created a situation where the flow is too great to be handled <br />by the existing stonn water drainage system currently in place in the Mall parking lot. <br />This causes flooding in the adjacent area and the stonn water system as installed by the <br />City is over taxed because its not designed to handle the additional flow from the Mall. <br />This flow problem is clearly caused by the Har Mar Mall. Replacing the existing utility- <br />drainage system with one of the same flow capacity does not solve the problem. This <br />matter has never been addressed by Bradley.
