Please refer to <br />Exhibit B for an example of the flooding. <br /> <br />PROPOSED STORE SALES <br /> <br />In the neighborhood meeting, a representative trom Cub Foods indicated that they expect <br />approximately 3,000 transactions per day. The following financial information is based <br />on the professional opinion provided to me by one of my clients who is directly involved <br />in the financial side of grocery store development and operation. He has been involved in <br />this business for approximately thirty (30) years. He indicated that a store of this size to <br />be profitable, must generate at least $1 million dollars in weekly sales to justify its <br />construction. Based on the limited information provided by Bradley and Cub Foods, this <br />represents an average sale of $47.62. Right now, the average sale at Rainbow Foods on <br />Larpenteur is in the mid $20.00 range with Byerly's being a bit better. Based on this <br />information, the Cub Food Store would have to generate approximately 40,000 <br />transactions per week to meet its financial goal of $1 million dollars in weekly sales. <br />These transactions will not be spaced out over 24 hours. On the contrary, the busiest <br />times historically will be trom 7:00 AM to 9:00 AM, 11 :00 AM to 1 :00 PM and 5:00 PM <br />to approximately 8:00 PM. This means that approximately 70% of your transactions will <br />take place during this timeframe. That means you will have between 2000 to 4000 <br />vehicles entering and leaving the parking lot at the Mall during these times. I would <br />recommend that you drive over and observe the parking lot for the Best Buy Store and <br />Rainbow Foods at Pavilion Place. There are certain times of the day that parking and <br />traffic flow literally grind to a halt. The current traffic flow in the Har Mar Mall parking <br />lot is not designed to handle this large volume of vehicles. The current ingress and egress <br />to the Mall parking lot was not designed to handle this increased volume of vehicles. <br />There are times during the week that the current flow of vehicles is not handled properly. <br />At a minimum, a traffic study must be completed by Bradley, to address the proposed <br />increase in traffic due to this development. In addition, an environmental impact <br />statement needs to be completed to verify that the traffic flow and semi-truck deliveries <br />will not have a negative impact on the air quality in the parking lot and the adjacent <br />homes. I think you will find that based on the amount of vehicle traffic alone, it will have <br />a negative impact on the air quality and increased traffic noise, not to mention the traffic <br />circulation and congestion issues. Based on the semi-truck traffic alone, this traffic <br />circulation may violate the current Noise Ordinance in effect. <br /> <br />CURFEW <br /> <br />At the Planning Commission Meeting held March 10, 1999, I proposed a curfew trom <br />10:00 PM to 7:00 AM regarding deliveries to the Cub Food store.
