Wall <br />March 16, 1999 <br />Page Four <br /> <br />understand that the study is released for public comment and the Pollution Control <br />Agency (PCA) will comment on the relevant issues dealing with such factors as <br />construction work, storm water and traffic issues. This is the only way the City and its <br />residents will know that all relevant issues will be studied. Otherwise, there will be no <br />way of knowing in advance if this development will negatively impact the environment, <br />or the surrounding community. <br /> <br />FUTURE DEVELOPMENT <br /> <br />In the event this development moves ahead without further research to address and <br />resolve the problems as set forth in this letter, it could have a major impact on Har Mar <br />Mall. It will also have a dramatic impact on the surrounding neighborhood. Other <br />tenant's in the Mall may find that the traffic congestion is so great that their customers go <br />elsewhere to do their shopping. If you lose one major tenant, it can be a domino effect <br />and it is just a matter oftime before the Mall starts to show signs of decay. When this <br />happens, the existing tenant's will look to find other locations to operate their businesses. <br />Also, you potentially will create a blight zone if the houses surrounding the Mall are <br />continually sold due to flooding, air quality and noise. I would think that Bradley would <br />be more sensitive to these issues and be a better neighbor because they rely on the <br />neighborhood to support the Mall. <br /> <br />In conclusion, I would request that the City Council take these issues under consideration <br />and postpone their decision until all the issues as raised in this correspondence have been <br />addressed.
