<br />Mayor Daniel G. Wall <br />March 16, 1999 <br />Page Three <br /> <br />that most, if not all 24 hour grocery stores stock their shelves after hours and not during <br />the day. This means that all deliveries are scheduled for these off hour time periods. <br />This is of particular importance during the summer. Many home owners open their <br />windows at night, and as we all know sound travels farther at night than during the day. <br />These semi-trucks will be noisy as the semi-trucks will be idling while their drivers wait <br />to unload, or are in the process of unloading. This also does not even address the <br />continual blaring of the backup warning signals installed on these delivery trucks. Due to <br />the fact that this Cub Food store is adjacent to a residential area, this will have a major <br />impact on the noise level, as well as the air quality. You combine this with increased <br />traffic and both factors make the situation intolerable. As mentioned above, at a <br />minimum an environmental impact study must be completed to evaluate any negative <br />impact that this development may have on the surrounding area in terms of air quality. <br /> <br />PARKING SPACES-SNOW REMOVAL <br /> <br />Another issue that has not been addressed is the issue regarding the required number of <br />parking spaces based on the size of the proposed development. Even ifthis proposed <br />expansion complies with the required ratio of square footage to parking spaces, what will <br />happen during the winter? Currently, the snow is pushed to the back section, along the <br />eastern and southern edge of the parking lot at the Mall. Unless Bradley makes <br />arrangements to "truck out" the snow, it will be pushed along the perimeter ofthe parking <br />lot as described above. This effective eliminates these parking spaces during the entire <br />winter, which may reduce the number of available parking spaces below acceptable limits <br />as required by the City Ordinance. This also increases the potential of additional <br />flooding based on the melting of these snow piles. <br /> <br />SCREENING-SET BACK <br /> <br />According to Section 1010.09 of the Roseville City Code, parking areas contiguous to <br />residential areas shall be screened with fencing, or landscaping to create an all season <br />screen, 80% opaque to a height offive (5) feet. Bradley has not maintained the current <br />screening as required by the City ofRoseville. The issue of green space and set back was <br />also raised during the Planning Commission meeting with no final resolution. This is <br />another reason why further study must be completed before the City Council approves <br />the requested vacation. Please refer to Exhibit C for examples of Bradley's failure to <br />provided and maintain the required screening <br /> <br />REQUEST FOR AN EVNVIRONMENTAL REVIEW <br /> <br />I would like to make a formal request that the City Council, acting on behalf of the <br />citizens ofRoseville, complete an Environmental Assessment Worksheet (EAW).
