March 12, 1999 Mr. Dan Wall, Mayor City of Roseville 2660 Civic Center Drive Roseville, MN 55113 RE: Planning File 3104 - Cub Foods Dear Mayor Wall: We were disappointed in the response of the Planning Commission to this issue. We un~erstand that their vote was on the iegal and technical merits of the easement. We were dismayed; hoWever, that they failed to include several proposed attachments to their recommendation dealing with the neighbors concerns about traffic, drainage and street access. Therefore, we strongly urge you, as mayor, and the entire City Council to work vigorously to protect the neighborhood from the wider impact of a Cub Foods store at Har Mar. Some specific concerns are: 1. Traffic conaestion and noise: The proposed routing dumps all the commercial truck traffic along the perimeter road. closest to the neighbors. The truck docks directly face the neighborhood. The Planning Commission quoted ordinances that restrict commercial traffic on residential streets. The new access lanes at Har Mar will be like a city street, as close as 80 feet to houses, so the same traffic restrictions should apply. We feel that as a consequence of this intrusion, a curfew should be in place on all truck traffic, including those for delivery, garbage pickup and snow plowing, for all of Har Mar. We would propose that all of this activity be banned from 9 p.m. in the evening until 7 a;m. the following morning, 7 days a week, 365 days a year. We also feel the truck docks should be relocated away from the neighborhood. In addition, we are dismayed that no one can quote traffic statistics and discuss the potential congestion, with resultant pollution, within Har Mar itself and at the pUblic access intersections. We believe a full traffic study should be performed before construction is allowed to proceed. Roseville streets and shopping malls are already congested. 2. Drainaae and water runoff. Moving the utilities will also relocate the current drainage ponds. In addition, the plan proposes re-gradii"lg and widening the access road along theeastem perimeter. Yet there seems to be no thought about how these changes will effect the entire property, especially. along the n'ortheast, which traditiona1ly floods in heavier rains. We feel there is need for further study until a guarantee can be offered that the addition of Cub will not worsen an already poor drainage situation to the north of that proposed store. 7 \ \~~
