Ness, 1433 Skillman, asked what the assessment charge would be. Deb <br />Bloom reported no assessment was proposed. Bradley will pay for the <br />improvements. <br /> <br />Chair Harms left the room. Acting Chair Rhody asked if there were comments. <br /> <br />Mark Battis stated that the store will have 5-7,000 transactions per day. He <br />recommended a curfew from 9:00 p.m. to 6:00 a.m. for truck deliveries. He <br />objects to the volume oftraffic. Acting Chair Rhody asked if this included snow <br />plowing and refuse pick-up (no). Mr. Battis said there will be more people <br />moving out of the neighborhood because the delivery vehicles will be stacked up. <br /> <br />Ron BaIczewski explained his frustration with review of the proposal. He asked <br />what could be done to be heard by the City. Acting Chair Rhody explained the <br />rights provided both business and residential areas. <br /> <br />William S. Sadler, 1370 Ryan, stated that he lives in an area with a brick, 3,500 <br />s.f. home, requested the Planning Commission to consider the impact on the <br />neighborhood. Since the street (Ryan) has been closed, the criminal behavior has <br />declined. <br /> <br />Bruce Weber provided pictures of flooding in the area. <br /> <br />Mr. Weber endorsed the concept of a curfew for deliveries, garbage pick-up, and <br />trucking. He urged the Planning Commission to examine the issue of traffic in <br />and around Har Mar. He asked for an environmental impact statement. <br /> <br />John Ridge stated that he felt the drainage (moving south) issues have not been <br />adequately addressed. He requested that a drainage plan be completed before the <br />project is approved. Deb Bloom stated the City will look at the drainage ponds to <br />de~ermine adequate size, no increase in impervious surface. The easements only <br />relate to the pipes in the ground; the ponds are a separate issue. A mailing to <br />interested residents with technical information would help. Could the issue be <br />reconsidered after the study is done? He agrees with Mr. Weber regarding traffic <br />and a need for an environmental study. <br /> <br />Joan Porwoll, 1353 Shryer, expressed concern about traffic congestion, water <br />issues, lighting, re-grading, and ponding. <br /> <br />Ward Schwie, 1383 West Ryan, asked why this project is not brought up to the <br />current city code requirements? Screening? Water Problem? Acting Chair <br />Rhody noted the changes are east and south of the building. <br /> <br />Janice Brokenly, 1454 Skillman, asked if the pipe moved will take away green <br />space.
