<br />~. <br /> <br />o <br /> <br />March 9, 1999 <br /> <br />Mrs. Katie Harms, Chairman <br />Roseville Planning Commission <br />City ofRoseviIIe <br />Civic Center Drive <br />RosevilIe, MN 55113 <br /> <br />Re: Planning File #3104 <br /> <br />Dear Mrs. Harms: <br /> <br />It has been suggested by Councilwoman and mend, Barb Mastel, that I contact you, as Chairman of the <br />Planning Commission for the City ofRoseville, regarding the proposed plan of the Bradley Real Estate <br />Firm to put a large Cub Food Store in the southeast end of the Har Mar Mall. Despite the fact the <br />theaters, located in the Mall, expressed an interest in remodeling their space and extending into the <br />empty space. <br /> <br />After attending a community meeting in Har Mar last Monday, it was apparent this whole transaction <br />had been decided before any information had been given to the neighbors in the area, as the managers, <br />architects, etc. stated they are ready to start construction this summer. <br /> <br />This is very disturbing to those of us in the area who have improved our property, as RoseviIIe has <br />suggested, to keep the city ITom being just an extension ofSt. Paul and its' deterioration. <br /> <br />This project is not "neighborhood fiiendly." We believe our City Council and Planning Commission has <br />a responsibility to its tax paying citizens and owes. them consideration before allowing Bradley Real <br />Estate to proceed with their plans. ' <br /> <br />Having talked to members of the Planning Commission of Vadnais Heights regarding the guidelines <br />they establish prior to proceeding with a project, they meet and use the following steps: <br /> <br />1. When meeting with their Planning Commission and City Engineer they always ask, ''What is <br />best for the neighborhood?" <br /> <br />2. Vadnais has a development agreement and a vision as to the effect on property values and <br />how change will affect their neighbors. <br /> <br />3. Everything is checked out, even regarding construction hours, restrictions on trucks, <br />landscaping, etc. All of this is contained in their "Guideline Agreements." <br /> <br />The location of a mega Cub Food Store locating in an established neighborhood of nice homes will <br />cause the following negative results: <br /> <br />A. It will impact the property values. <br /> <br />B. The noise of approximately 10 to 16 semis and trucks per day - as quoted by a neighbor and <br />employee of Super Value Stores, will disrupt any semblance of a decent livable community. <br /> <br />f/I <br />~~/^ <br />
