Mrs. Harms (pg. 2)

C. A 24-hour per day car pollution and noise will affect the health of those trying to enjoy their
yards in the summer months, and destroy their sleep at night. We are already subjected to the
1 :30 a.m. snow plowing noise during the winter months.

D. The traffic density on County Road B is already extremely heavy and at times bumper-to-
bumper. With the increase of semi-trucks and garbage trucks needed to service a store it will
be unexceptable, as the trucks will be routed from B along the east side ofthe parking lot. At
times, when traffic is already too heavy on B many cars and some trucks funnel down Pascal
Street to Burke Avenue and then speed up to Hamline Avenue, causing a hazard to small
children in the area.

E. The Mall, at the present time, is littered with trash - many times blown into our yards and
trees.

F. A Cub store needs acreage in an industrial park area such as Rice Street or the Midway-
University location.

G. Is there no concern given to the other smaller grocery stores in the area, such as Jubilee,
. Rainbow on Larpenteur, or even Byerly's? What will it profit RosevilIe ifthese stores are
vacant? Vacancies can be very unattractive and turn shabby in a hurry.

H. Why would we want to shop at Barnes & Noble or Northwestern Book Store if there's no
place to park because of grocery store parking?

I. The Focus 2000 Forum discussed updating the intersections ofB and Hamline and Lexington
and B to make the city more attractive - what has happened to this proposal?

J. The recent publication of the RoseviIIe Review included an article regarding the residents
concern about the former Hom Furniture building and its possibility of being occupied by a
Lyndale Garden Center and the effect of too much noise, plus traffic glitch and safety.

It was decided by our Council that a traffic study was needed as extra traffic noise and pollution would
cause a health and safety concern to the residents of the area. .

We in the Har Mar area would welcome a smaller garden store that is seasonal, versus a mega Cub store
open 24 hours.

Don't we justify the same consideration and privileges in our area as those living the Horn Store area?

The whole atmosphere of a "livable neighborhood" versus one that will deteriorate into a typical area
such as the East Side of St. Paul with falling property values, and crime of car theft in a 24-hour period
is frightening to those of us that have lived in RosevilIe over 35 years, volunteering our time and effort
into keeping things nice. It is indeed disconcerting to the community. This whole scenario will affect
the whole atmosphere of the City if the neighborhood is abandoned and deteriorates.
