Additional basins will be added.
A critica.l location is in the north along the curb line which
captures a substantial portion of parking lot run off. Presently,
one basin is propolled, however, staff questions if another should be
added. Drainage calculations should be 8ubmitted for verification
purposes. This catch basin empties into the north wetland which is
the present condition. Drainage in the northwQst is piped to the
water quality pond and ultimately to the wetland. The drainage
system for the building should f8Bd into the new water quality
system so that roof run off can aleo be treated.

Drainage patterns associated with the 7-Hi center remain unchanged.
Thiu means building and parking run off will continue to flow over
land. Riley/Puragory Creek watershed Distric-t approval is required.

City services are available to the site. preaently, a sanitary sewer
main extends adjac@nt to the north edge of 7-Hi center. This main
will be relocated around the new Rainbow store rather than building
over the main. A new easement must be granted. An 8" water service
w~l~ be extended to Rainbow Foods directly from tho 12W water main
within the Highway 101 right of way.

An 8" water main will also be extended onto the site from Highway 7
and will service both bank and new center. This main will be looped
within the site. Sanitary sewer will be extended from the on site
main Btub ended at the west end of the Wendy's drive aisle.

The southern landscape plan combi.nes natural vegetation near wetland
boundar~es with more formal p1antings within the developed site.
Quaking aspen and white spruce are proposed along the western edgB
which will provide a natura~ buffer between the site and the
sedimentation pond. Staff is recommending the addition of another
species of deciduoua tree such as red or sugar maple so that the
aepen i.s not the only species introduced. Currently, vegetation
exists adjacent to the gravel parking lot of the auto dealer. It
would appear from the grading plan that much of this will be
preserved. Efforts to keep vegetation should occur, however, many of
the deciduous -trQes are dead or dying. This area should be cleared
of debris and new plantings be installed along the wetland fringe.

In the north, the landscape plan iB similar in that more informal
plantings occur in the west and formal occurring on the eastern
portion of the site. Greenspire Linden is the deciduous tree used in
all landscape areas. Additional varieties should be explored. Some
islands illustrate shrubbery only, while the area north of the
liquor store contains no plantings. Trees, whether deciduous or
ornamental, should be contained within every landscape island.
QUaking A9pen and Colorado Spruce are found adjacent to the water
quality pond. Staff is concerned that soils in the area may no~ be
conducive to plant 9rDwtb for some species proposed and the
applicant should discuss this further with the city Forester.

During the neighborhood meeting, conCerns were expressed by nearby
residents about off site views. Because the residents are generally
at a higher elevation, the site views f~om the western residential
area are fairly clear, particularly in the winter. Fo~ this reason,
the color of thQ back of the building was changed to a darker earth
tone. Also due to these comments, additional landscaping was added
from that initially proposed. In total, 58 coniferous and nine
deciduous trees were added to assist in screening the 7-Ki bui1din9
and associated activity.
