APPLICATION. Application for a site and building plan review shall be <br />made to the director of planning on forms provided by the city and shall be accompanied by <br />the following: <br /> <br />a) a plat or map of the property showing the proposed improvements; <br /> <br />b) a list of the names and addresses of the owners of all properties situated wholly or <br />partially within 400 feet of the property as such appear on the certified records of the <br />H~~mro~~w~; . <br /> <br />c) evidence of ownership or an interest in the property; <br /> <br />d) the fee required by section 1405 of the code of city ordinances; <br /> <br />e) <br /> <br />complete site and building elevations ~d footprint plans, signed by a registered <br />architect, civil engineer, landscape architect or other appropriate design professional; <br />and <br /> <br />.1) such other information as may be requ~ by the city. <br /> <br />An application for a site and building plan review on a parcel for which the zoning is <br />contrary to the land use designation in the comprehensive plan must be accompanied by ari <br />application for an amendment to the comprehensive plan. If an environmental assessment <br />,worksheet is required, no site and building plan approval shan be granted until the <br />environmental assessment worksheet has been received and a negative declaration for an <br />environmental impact statement has been made by the city council. If an environmental <br />impact statement is required, no site and building plan shall be approved until the <br />environmental impact statement has been prepared. <br /> <br />SUBDIVISION 5. STANDARDS. In evaluating a site and building plan, the planning <br />commission and city council sball co~ider its compliance with the following: <br /> <br />a) consistency with the elements and objectives of the city's development guides, , <br />including the comprehensive plan and stonnwater management plan; - <br /> <br />b) consistency with this ordinance; <br />
