PUBLIC HEARING. Upon receipt of a completed application, a date <br />shan be set for a public hearing before the planning commission. The hearing will be held <br />no 1ess than 10 days after mailed notice is sent to the owners of properties located wholly or <br />partially within 400 feet of the site, as reflected in the certified records of the Hennepin <br />county auditor. Following the hearing or any continuance thereof which is not appealed by <br />the applicant, the planning commission shall make a decision regarding the matter. Jbe <br />planning commission may approve a building or site plan review only upon the affmnative <br />vote of at least two-thirds of its fun membership. <br /> <br />SUBDIVISION 7. APPEALS. Any person aggrieved by a decision of the pJanning <br />commission may appeal to the city council in accordance with the provisions of section <br />
