Target's building has an insurance rating of a Highly Protected Risk (HPR). b. The building is fully protected with a monitored automatic sprinkler system. c. Target has trained personnel for emergency procedures in fire, tornado, earthquake, quest or employee accidents, bomb threats, robberies, etc., and conducts evacuation drills 4 times per year. d. Target has an emergency generator lighting system. It is clearly stated in Article 17 of the Development Agreement that any "supplemental security" will be based upon need. Given this criteria, there are two common sense approaches which apply to this security plan: 1.) The Ramsey County Sheriff's Department have stated that they have developed a successful routine in cooperation with the Target store in Shoreview. This experience, along with Target1s above- stated policies, will form the framework for the initial security plan at Vadnais Square. In a meeting on Monday, July 21st, 1997, the Ramsey county Sheriff's Department will review this information with Developer, with Vadnais Heights city officials, and with the general manager of the Vadnais Heights Target store. 2.) With the above plan forming the basic framework, the security needs in Vadnais Square should be observed and monitored based upon the experience with the Target store, whioh is Phase One of the shopping center. Then, this experience can be analyzed to determine going forward what is needed for security, and this can be reviewed prior to opening the next phase of Vadnais Square. Developer will work together with the city to determine the best practices for the hours of lightinqat the main entrance to Vadnais Square. In qeneral, Developer wishes to work in cooperation with the city, the Sheriff's Department, and the tenants, exchanging information and ideas, so as to ensure an effective yet practical level of security for Vadnais Square. , r.., ..
