JUL-29-1999 11:16

CITY OF VADNA I S HGTS

612 429 8282 P.20/26.

. , .

~ .._ f.'~:"

,"". VADNAIS SQUARE, LLC
.

.:~.

VADNAIS SQUARE
COMPREHENSIVE SECURITY PLAN
July 18, 1991

Vadnais Square is being developed in phases, with the first phase
being a Target store, with related infrastructure necessary to
accommodate the first phase of development. This phase is reaching
completion in July of 1997.

As was stated by the Developer to the City at the time of writing
of the DevBlop~ent Agreement, Vadnais Square will not have common
area inside the buildings, as does for instance Maplewood Mall,
which has a very large interior common area which is not specific
to any one tenant.

In the case of Vadnais Square, if you are inside of a building,
that means that: by definition you are inside a tenant or occupant's
specific space. In the case of the Target store, Target has
actually purchased their parcel and built their own building.

.,-. ~.

The security inside of a tenant or occupant's own space must be
determined primarily by that particular tenant or occupant, in this
case Target. This is particularly true in the case of Target, who
own their own building. Securi ty on the exterior is influenced
jointly between Developer and the tenants/occupants.

The following are stated security policies of the Target
organization:

..

a. security lighting operated by a photocell is used at all
entry/exits and remains on all night.

b. Target installs approved burglar and fire alarm systems and
an early fire warning system for specified areas. These
systems are connected to a 24 hour monitoring station and
when required, with local police and/or fire departments.

c. Target has an Assets Protection Department with four to six
full-time staff persons to minimize shoplifting and theft.
Targetls policy 1s prosecution of violators.

d. Target uses a check authorization system to minimize bad
check passing.

e. Target uses after hours lighting for employee parking
areas.

-,

..

(1)

3433 Broadway Sr. NE. Suite 215A
Minneapolis.
