ARCHITECTURAL STANDARDS. a) It is not the intent of the city to restrict design freedom unduly when reviewing project architecture in connection with a site and building plan. However, it is in the best interest of the city to promote high srandards of architectural design and compat1oiliry with surrounding structures and neighborhoods. ArchiteCtural plans . shall be prepared by an architect or other qllilIified person acceptable to the director of planning and shall show the following: 1) elevations of all sides of the building; 2) type and color of exterior building materials; 3) a typical floor plan; ..... 4) dimensions of all structures; and 5) the location of traSh and recycling containers and of beating, ventilation and air conditioning equipment. (Amended by Ordinance 90-589, 11-21-90) b) Unadorned prestressed concrete panels, concrete block and unfInished metal shall not be permitted as exterior materials for residential or non-residential buildings. This restriction shall apply to all principal strUctures and to all accessory buildings except those accessory buildings not visible from any ext~rior property line. The city may. at its discretion. allow architecmrally enhanced block or COncrete panels. c) All rooftop or ground mounted mechailical equipment and exterior trash and recycling storage areas shall be enclosed with materials compatible with the principal struCIDre. Low profIle, self-contained mechanical units which blend in with the buildjng architecture are exempt from the screening requirement. (Amended by Ordinance 90-589. 11-21-90) d) Underground utilities shall be provided for aU new and substantiaUy renovated -"< Structures. SUBDIVISION 14. LANDSCAPE PLAN REQUIREMENTS. Landscape plans shan be prepared by a landscape architect or other qualified person acceptable to the director of planning, drawn to a scale of not less than ope inch equals 50 feet and shall show the following; .: a) boundary Jines of the property with accurate dimensions; b) locations of existing and proposed buildings, parking lots, roads and other improvements; c) proposed grading plan with two foot contour intervals;
