<br />2.7 Phone contacts. The draft ordinance requires the commercial property owner or <br />manager of each business adjacent to a residential area to have a phone number <br />that will be answered, at least mechanically, 24 hours a day by someone <br />responsible for property management who is able to address concerns and <br />complaints of residents. Concern was expressed that this was insufficient to <br />provide a timely response. <br /> <br />3.0 Staff Recommendation <br /> <br />3.1 Review process. Adopt the Planning Commission recommendation, with an <br />amendment to broaden those types of changes in use, or changes in the level of <br />activity requiring a review by the conditional use process. <br /> <br />3.2 Service vehicles. Adopt the Planning Commission recommendation. The staff <br />believes that it is in the city's interest to have business delivery and restocking <br />activities occur within the "S-C" district during the least congested period of the <br />24 hour day. Such delivery periods will reduce traffic congestion and increase <br />pedestrian and vehicular safety. <br /> <br />3.3 Backing operations within enclosed docking areas. Adopt the Planning <br />Commission recommendation. The basis of the recommendations is excessive <br />cost and space needs within existing centers. The improvement is difficult to <br />justify in existing centers. If the vehicular backing activity is to be within a fully <br />enclosed structure, there is a question as to whether the setback and screening <br />requirements otherwise required by the ordinance are reasonable. <br /> <br />3.4 Rolling warehouses. With regard to temporary storage of inventory on site within <br />vehicles or trailers, adopt the staff recommended amendment to Section 1006.02 <br />F, (Off Street Parking) that would generally prohibit this practice. <br /> <br />3.5 Snow removal operations. Adopt the proposed staff modifications to 1006.02 H. <br />This amendment would require a snow removal plan. <br /> <br />3.6 Outdoor speakers and communication devices. With regard to outdoor speakers, <br />reinsert the language stricken by the Planning Commission. <br /> <br />3.7 Phone contacts. Adopt the staff proposed revision which requires that a number <br />be provided by all businesses, property owners, or managers that would be <br />answered by a person that has authority to respond to resident concerns or <br />complaints, during the hours a business is open or commercial activities occur. <br /> <br />RCA(121599).docPage 3 of4 <br /> <br />411. <br />
