<br />. <br /> <br />SCREENING/BUFFERING <br />With proper screening and buffering, incompatible uses are better able to coexist in a state of <br />relative harmony. Buffering of commercial uses from residential areas can be accomplished <br />through screening the principal building and accessory structures/activities such as parking lots, <br />loading areas, and outdoor storage. <br /> <br />St. Cloud <br />In the C-2, C-3, C-4, C-5 districts all outside displays, parking and loading areas need to be <br />screened by a 6 foot fence of not less than 90% opacity on the interior side yard or rear yard of a <br />commercial property that is adjacent to or across the alley from a residential district property. <br />Loading docks in the C-3 Commercial District must be screened so as not to be visible from any <br />public street right-of-way within a Residential District. All required screening devices must be <br />designed so that they are architecturally harmonious with the principal structures on the site and <br />they must be properly maintained so as not to become unsightly, hazardous, or less opaque than <br />when originally constructed. <br /> <br />. <br /> <br />All non-residential parking areas with 4 or more stalls must be screened from all sides adjacent to <br />residentially zoned property. Screening must consist of a wall, fence, or planting. Such wall, <br />fence or planting cannot be less than 4 nor more than 6 feet in height. However, walls or fences <br />of lesser height or planting screens may be permitted if there is a finding by the Zoning Board of <br />Appeals that the nature or extent of the use being screened is such that a lesser degree of <br />screening will as adequately promote and protect the use and enjoyment of the property within <br />the adjacent residence district, or there is a finding that a screening of the types required by their <br />ordinance would interfere with other provisions of the City's ordinance. <br /> <br />All loading berths must be screened from view from the property street frontage and/or from the <br />zoning district boundary when the adjacent property is zoned or used for residential purposes. <br />Screening must be accomplished by a solid wall not less than 8 feet in height and must be <br />architecturally harmonious with the principal structure. Screen plantings may be substituted for <br />said wall but must not be less than 2 1/2 inches in diameter and of such type as to permit a <br />minimum of90% opacity during all months of the year. <br /> <br />Blaine <br />On a commercial lot adjacent to a residential district a landscaped, opaque strip is required <br />consisting of shrubs, berms, and trees. The minimum width of the strip is 20 feet for a B-1 <br />property and 25 feet for a B-2, B-3, or B-4 property. <br /> <br />On a lot in a B-1 or B-2 district that is adjacent to a residential lot, a 6 foot high solid fence <br />abutting the residential property is required. The entire fence must be located on the property of <br />the owner.
